Brigid Kemmerer writes beautiful, plotty, intricate fantasy. This is the first in a new trilogy that delves into social issues, politics - and yes, like a lot of things written in the last couple of years, there's a plague. It's not really part of the story, though, it's just the mechanism to get the rest of the story going.
